July
11, 2024: Union Steel Minister H.D. Kumaraswamy is set to conduct a
comprehensive review meeting at Rashtriya Ispat Nigam Limited (RINL), the
corporate entity managing Visakhapatnam Steel Plant. This meeting holds
critical significance as leaders from various unions, engaged in a prolonged
protest spanning over 1,000 days against the proposal to privatize the steel
plant and other issues, are poised to present their grievances directly to the
Minister.
Central
to the unions' agenda is the advocacy for merging RINL-VSP with Steel Authority
of India Limited (SAIL). They assert that this merger represents the only
viable solution amidst the current challenges faced by the Visakhapatnam Steel
Plant. Highlighting the urgent financial needs of the plant, estimated at a
minimum of USD 1555.4 million for restoration to its original operational
status, union leaders argue that obtaining such a substantial amount from the
NDA government is improbable. They firmly contend that a merger with SAIL
stands as the sole feasible recourse.
President
of the Steel Executives Association (SEA), Katam S.S. Chandra Rao, emphasized,
"Merger with SAIL is imperative for RINL at this juncture. There exists no
superior or immediate alternative for rejuvenating the Vizag steel plant, which
is currently defunct across all facets."
Another
union leader, J. Ayodhyaram, added, "In addition to pursuing a merger with
SAIL, we will appeal to the Steel Minister for a two-year tax exemption to
facilitate the plant's revival. Since its inception, the steel plant has
contributed USD 6460.9 million in taxes, including USD 4785.8 million to the
Centre and USD 1675.0 million to the State. Hence, we seek a two-year reprieve
from tax obligations."
Official
sources disclosed that Minister Kumaraswamy will commence his visit with an
inspection of the steel plant's premises, followed by a detailed session with
plant officials. Subsequently, he will engage in discussions with union
leaders, affording them an opportunity to articulate their concerns directly.
Post
the meeting, Minister Kumaraswamy is expected to depart for Hyderabad later in
the afternoon. Since assuming office, he has undertaken visits to nearly four
major Public Sector Undertakings (PSUs), underscoring his proactive engagement
with critical stakeholders in the steel industry. The meeting signifies a
pivotal moment in the ongoing dialogue between union representatives and
government authorities regarding the future trajectory of Visakhapatnam Steel
Plant. The outcome of these deliberations could potentially influence policy
decisions concerning the steel sector, impacting not only RINL-VSP's
operational strategy but also broader implications for the PSU landscape in
India.
As
stakeholders await the outcomes from the Union Steel Minister's visit and
subsequent deliberations, the focus remains on addressing the financial
viability and operational sustainability of Visakhapatnam Steel Plant. The
unions' steadfast advocacy for merger with SAIL underscores their determination
to safeguard the interests of plant workers and sustain the economic
contributions of one of India's pivotal steel manufacturing entities. The
developments following this meeting are anticipated to shape the future
landscape of the steel industry, highlighting the delicate balance between
industry competitiveness and socio-economic considerations in India's
industrial policy framework.
