Government Initiatives and Privatization

A key goal of Saudi Arabia's National Transformation Plan and Vision 2030 program is to increase the share of desalinated water generated and held by private businesses. In November 2020, for instance, MEWA (the Saudi Arabian Ministry of Environment, Water, and Agriculture) announced the creation of the Water Transmission and Technologies Company (WTTCO), which will oversee and maintain more than 5,200 miles (8,400 km) of water transmission, distribution, and storage systems in support of the Kingdom's water privatisation and restructuring program. Moreover, the government-run organization is also charged with carrying out Vision 2030's objectives of increased productivity, lower waste, decreased operational costs, and more innovation in the water sector. The WTTCO will also look for more than USD 16 billion in private sector investment in crucial storage and water transmission networks.

Increasing Desalination Investments

In the water industry specifically, the Saudi Arabia government wants to raise the proportion of desalinated water production that comes from strategic partners like independent water and power companies. Additionally, the government plans to begin working with the private sector on wastewater treatment. Recent Developments

·    In June 2022, the Jubail 3B Independent Water Project's construction begun owing to ACCIONA and its partner SEPCOIII (IWP). Once it starts operating in 2024, the desalination plant will filter 570,000 m3 per day, which would be enough to provide two million people in the cities of Riyadh and Qassim.

·    In November 2022, with ACWA Power, a prominent Saudi developer, investor, and operator of power production, water desalination, and green hydrogen facilities globally, KAUST signed four major project agreements. In order to support Saudi Vision 2030 and the UN Sustainable Development Goals, this research cooperation intends to advance greener desalination programs toward measurable impact both in Saudi Arabia and abroad.

·       In June 2022, Enowa, Itochu, and Veolia have signed a memorandum of understanding to construct a new generation of desalination plant in NEOM using only renewable energy.
